U.S. Postal Service monopoly is outdated

    The U.S. Postal Service has a long and storied tradition. It was first authorized by the Continental Congress, and the first Postmaster General — Benjamin Franklin — was in the line of presidential succession.
    In the early years, the U.S. Postal Service had no competition, resulting in a monopoly. It was one of the largest employers in the nation, and is now only behind the Pentagon and Wal-Mart. Let’s just say it was powerful.
    According to the Cato Institute, the Post Office of the early years was designed to take profits off of mail delivery and distribute them to special interests. The prices were exorbitant, which led to competition from private companies. These private mail carriers introduced the postage stamp and other important innovations.
    The tricky thing about being a private mail carrier is that you’re trying to turn a profit while going up against a competitor that gets to make the rules.
    When private companies made enough of a dent in the USPS’s profit margins, the government set up a series of laws codifying a post office monopoly over mail delivery, then closing each and every loophole they could find. With that, the government “saved” us from a private postal system.
    Fast forward about 200 years, and we are starting to see similar trends. There is competition from e-mail and private corporations, causing trouble for the profit margins. We’ve seen innovations coming from FedEx and UPS when it comes to non-letter mailings, and yet there are still two groups of laws preventing true competition.
    These are the Private Express Statutes and the mailbox access rules. No private party is allowed to deliver letters, and mailboxes are for use only by the USPS.
    It is just as difficult to justify a monopoly now as it was in the 1800s when theUSPS squeezed competitors out of the market through fiat. The government is hardly the only able body when it comes to delivering letters. FedEx and UPS already have the infrastructure built for parcel delivery; they could almost immediately expand into first-class letters — and likely with greater efficiency than shown by the government.
    This begs the question, “Why is the government even in the postal business anyway?” At this point, several corporations are already built up with the ability to directly challenge the monopoly, if only the 1845 Express Statutes were repealed. There would be very little disruption in the marketplace.
    Thankfully, the USPS has gotten out of the business of channeling profits toward political allies. The basic reason behind the Post Office’s continued position as not simply a governmental business, but a legal monopoly, is simply that it has been in that position all these years.
    Fostering competition would inspire greater innovations in mail delivery, more timely arrival of mail and lower costs. When competition was allowed, this was true, and it can be again. The UPS online tracking service, for example, might be expanded to include post. There really isn’t a downside to allowing private companies to compete directly with the USPS, as long as your name isn’t Uncle Sam.
    However, the likelihood of the government actually removing the legal monopoly in the near future is practically zero. Governments just aren’t known for giving up powers that they have granted themselves, especially after enjoying 100-plus year monopolies. The 20th Century, in particular, largely had consisted of governmental roles expanding in myriad ways and shrinking in few.
    There’s the sentimental value of a government entity began by one of the nation’s founding fathers. Also, there are approximately 800,000 employees of the USPS, many of them unionized. These employees are liberally sprinkled throughout the United States, in every single county. The union is just about as likely to allow private competition as it is to shoot itself in the foot with a large caliber rifle, because the results would be much the same.
    And so here we are, saddled with a government system that is largely a historic anachronism. It isn’t that the USPS can’t compete with private companies: It already does in parcel delivery. The government simply won’t allow people to deliver their own mail.
    Imagine a world wherein you can become a criminal simply by taking an invitation and putting it in your neighbor’s mailbox. That is the world we live in.

I do not believe a majority of people want to do away with the USPS but innovation is always needed. I agree with Kelly in that UPS and FedEx only want the profitable side of mail delivery i.e. overnight or 3 day delivery. There in lies the issue of sharing public and private resources to improve service delivery. In the future I would hope that more public-private partnerships can be formed to improve societal needs in transit, education, medicine just to name a few.

Yes, let's hand over the mailbox arrow keys to some immigrant worker who is paid by Fedex or UPS at minimum wage and that'll drive the cost of the stamp down ... 42 cents is much too expensive for someone to ship a letter across the country ... I'm sure that UPS and FEDEX can deliver the letter for less than 42 cents

I wonder if Proud Letter Carrier might be even more proud to work for a company that could compete on its merits and doesn't owe its existence to 150-year old laws?

The argument about mail volume is a complete joke. 99.9% of the stuff I get by USPS is unadulterated garbage; the rest I could get by email. There is no longer any reason for any Aunts living in Oskaloosa to force others to subsidize their rural lifestyle.

To put it a different way, if you just snapped your fingers and made USPS disappear, does anyone think the thing that would replace it would look remotely like the current USPS? I didn't think so.

You really need to do more research, and get your facts straight. While every large organization and/or employer has it's faults I can honestly say that I don't know of any company in the WORLD, who could handle the sheer volume of mail that the USPS does on a daily basis, and for the price that's charged. Also as stated above the USPS is the only delivery company in the USA that delivers to every address in our country, can FEDEX and UPS say that? By the way, anyone other than a USPS Letter Carrier who inserts something into my mailbox (i.e. flier, invitation,etc.), is committing a crime.

Almost immediately expand into first class letters? The USPS delivers more items in one day than the other companies deliver in an entire year. Next time you write an opinion piece, do some research. Not only can these companies not have the infrastructure or ability to handle that kind of volume, they don't want it.

Surely you jest? Have you even bothered to go to Topeka or KCMO and ask for a tour of the processing and distribution centers? If you had and then gone over to UPS and FEDEX you would've seen a world of difference in the processing of a single letter versus a parcel. As an electronic technician with the postal service I could make your head spin with the details of the equipment we use to process a letter. We aren't the post office of old where people sit in front of letter cases and hand sort mail. Our machines face, cancel, read (in some cases decipher some of the worst handwriting in the world), and sort to delivery sequence at the rate of 32,000 to 40,000 pieces of mail per hour. And we do this for every piece of machinable mail, whether it is going across town or to your aunt living 5 miles from Oskaloosa, 6 days a week. You can bet UPS or FEDEX wouldn't do that. They would only do it 5 days a week and your aunt would have to drive to Oskaloosa to pickup her mail. And that Christmas card you mailed her would probably cost close to $1.00 instead of $0.42 to mail.

You make several claims, yet do not provide facts to support your claims.
As a Letter Carrier, I read these stories all the time and Tom Tome hit the nail, so to speak. If Congress was to relinquish it's rights to the postal monopoly Fedex and UPS would scim the profitable areas right off the top. The loss of revenue would be made up in those less profitable. The Postal Service serves every address in the nation for the same price and for alot less then private companies. How much would it cost for UPS to send a letter across the country with it's tracking system? Think they would do it for less then a dollar? Will it get there in three to five days for less then a dollar? The Post office will take your letter with first class postage and Delivery Confirmationand track it across country for under 1 dollar and then give more of it's funds back to the people that do the work. Do you think that UPS or FEDEX gives 5.6 BILLION dollars a year to fund it's retirement program? They have to save it for the shareholders and executives that do little of the work but make up all the rules.

Currently Fed-Ex is Flying and Moving U.S. MAIL and UPS is Moving, Prosessing, and Sorting U.S. MAIL at a great expense to UNIONIZED USPS TTO'S, CLERKS, and MAILHANDLERS. The Airports, Distribution Centers, and Mailers were serviced by UNIONIZED USPS employees. Now NON-UNION Fed-Ex employees and NON-UNION UPS employees are Moving, Prosessiing, and Sorting U.S. MAIL. A Perfect example of this is the Company UPS MAIL INOVATIONS in EDGEWOOD,NY. It is currently using MIN. WAGE, NON-UNION employees to Move, Process, and Sort U.S MAIL. Also, NON-UNION Contractors are Moving U.S. MAIL and are KILLING people on the roads because they throw safety out the window ! I REALLY hope it's not your loved one thats the next fatality at the hands of these NON-UNION RECKLESS CONTRACTORS ! I guess it's going to take a very high VIP to be wiped out by one of these Dangerous Operators Moving, Sorting, and Prosessing the U.S. MAIL before they realize the peril they pose on the roads we and our family travel on every day, just check there Records they speak for themselves ! The problem with private comapnaies deivering mail is that they would only do so in profitable areas. What if you lived in some outlying area as in Alaska? Do you think UPS and FedEX would deliver your Christmas card for the same amount that they would deliver a Christmas card to Los Angeles? The Postal Service was established so everyone could receive mail at the same universal price.

The USPS is the most efficient postal service in the world. Nobody could process and deliver 1st class letters any cheaper. Since the volume of 1st class letters is way down, nobody would want to invest the billions of dollars necessare to set up mail processing equipment to handle the letters. This writer obviously has no clue what the post office does to get a letter across the nation for 42 cents, also the cheapest in the world. The USPS is cheaper for packages than FedEx or UPS too, and with no surcharges for fuel, home delivery and others that UPS slaps on.

The above statement is ludicrous. At least make a trip to a USPS Processing & Distribution Center. I am sure there is one near you. There is technology that can read the addresses on hand written letters with incredible accuracy and at mind boggling speeds. That is where letters can be automatically sorted into carrier walk sequence of delivery at rates exceeding 11 per second. FedEx and UPS might be able to expand into first-class letters with greater efficiency if "almost immediately" means 20 years or so.
